Onwukwe Okeagu (MNIS) ABOUT US: The quest for efficient and effective survey works in the FCT saw the creation of the Department of Surveying and Mapping (previously known as Planning and Survey Department) on the 17th of May, 2004. It is a service Department charged with the onerous task of survey of all land within the Federal Capital City ( FCC ) and the Regional Areas as well as the production of accompanying Maps. This task includes but not limited to: 1) Production of survey data and accompanying maps such as topographical maps, satellite imageries and aerial photographs. 2) Acquisition and update of aerial photographs, maps and satellite imageries. 3) Physical demarcation of all categories of plots in the territory. 4) Establishment of bench marks and survey control points such as triangulation stations, primary and tertiary points. 5) Survey and demarcation of Farm lands, Quarry sites, Mining Areas and Resettlement sites. 6) Ground Truthing 7) Supervision of survey works relating to the boundaries of the FCT. 8) Charting, Reporting, Recording and Plan preparation. 9) Maps production and Reproduction. 10) Regulation of the activities of all registered Surveyors’ in the FCT. 11) Issuance of Instruction to Survey (I to S) to all qualified Surveyors with the approval to carry out survey works in the FCT. To carry out its mandate in an ever demanding environment, the Department is further divided into divisions and units with each performing complimentary but distinct functions. A) URBAN SURVEY: This division carries out survey works within the Federal Capital City which includes Perimeter and Topographical survey of parcels of land, layouts and survey of existing structures. Others are the designation of cadastral zones as well as the production of survey data to be used for the preparation of Title Deed Plans (TDPS’) for Certificate of Occupancy. It is further divided into Urban Survey North and South. B) REGIONAL SURVEY: The Regional Survey is vested with the responsibility of proper coordination of all survey activities at the six Area Councils (AMAC, BWARI , KUJE , GWAGWALADA , KWALI and ABAJI ) of the FCT. It is also charged with the task of demarcation of Farm lands, Quarry sites and Mining Areas at the regions and as well as the supervision of activities at the boundaries ( inter - local or inter – state) . C) MAPPING & CONTROL: This division undertakes the job of charting and documentation of plots as well as verifies plots charged for TDP. It also determines the actual status of these plots and also map reproduction and plan preparation. Cartography division is further divided into these sections: a) Charting and Reporting. b) Records. c) Plan Preparation d) Map reproduction and Fair Drawing D) LOGISTICS: This unit is vested with the following responsibilities: a) Coordination of logistics of the various sections of the Department in the area of budget preparation, manpower recruitment and procurement of equipment. b) Maintaining of periodicals and maps in the Department’s archives. c) Training and development of the Human resource. d) Coordination of survey contracts, monitoring and evaluation of survey jobs for payment. E) PUBLIC RELATIONS: Public Relations is aimed at creating and sustaining mutual understanding between organizations and their various publics. Therefore, its place in any organization cannot be over – emphasized. The live wire of every organization. In order to bring to the front burner as well as ensure good business through mutual understanding, the Public Relations unit of the Department of Surveying & Mapping has been vested with the following responsibilities: a) Enlightenment of the various publics on the vision of the Department. b) Management of information in the interest of good public opinion. c) To carryout community relations d) Develop a public relations information system that will fit into the Department’s activities. e) Corporate image making in the areas of newsletter, brochures, catalogues, books and maintenance of an up to date library. f)Arrangement of publicity for corporate activities and programmes g) Publicity campaigns executed in a concerted manner in the press , broadcast and electronic media as well as other conventional methods of information dissemination. h) Organize interactive forum and workshops for both staff and the various publics. F) ADMINISTRATION : The Admin unit of surveying & mapping carries out general administration such as policy review , formation and execution of government decisions on issues affecting government / contractors on one hand and government / staff in the areas of welfare , training , advancement and promotion. In Surveying & Mapping Department, the Admin Unit ensures that set goals are achieved. G) ACCOUNTS: This unit facilitates the execution of survey works in this Department by ensuring that payments are made as and at when due. It also ensures contract files are processed to the point of payment. This allows survey works to be executed on time. HANDS ON DECK: In pursuance of the Service delivery policy of the Federal Government, bi –weekly meetings are held by the management team of this Department. SERVICES TO OTHER DEPARTMENTS: As a service Department, certain functions are rendered to sister Departments as well as stakeholders’. These include: 1) Provision of base data required by Urban and Regional Planning Department for the preparation of the master plan and regional development plan. 2) Supplies base data to Engineering Department for the setting out of utility routes. 3) Supplies data to the Abuja Geographic Information System (AGIS) for onward preparation of Title Deeds Plan (TDP). 4) Physical identification and demarcation of both private and government plots in the Federal Capital Territory. 5) Final designs of layouts are sent on a regular basis to Development Control to ensure that land developers’ do not encroach. 6) Survey works are also carried out at resettlement sites. 7) Supervision of survey works as it affects the FCT boundaries. SUCCESSES: The Department of Surveying and Mapping since its creation in the year 2004, through commitment and the application of the principles of success, i.e. desire, dedication devotion and determination, has been able to contribute meaningfully to the development of the Federal Capital Territory as far as land issues are concerned. Top on the list is: 1) ESTABLISHMENT OF ABUJA GEOGRAPHIC INFORMATION SYSTEM (AGIS): The bee-hive of activities going on at (AGIS) on a daily basis is as a result of the establishment of geographic information system by those who are specialists in this discipline that is, THE LAND SURVEYORS’. That AGIS generates a lot of revenue is because this Department contributed in no small measure to its creation and establishment. 2) DEMARCATION AND SURVEY OF FEDERAL GOVERNMENT HOUSES IN THE FCT: In line with the monetization policy of the Federal Government to dispose the entire non – essential houses nation – wide, the Department was mandated to carry out all survey and survey related works in the FCT. Aside this, the Department processes letters of allocation received from the ad – hoc committee on the sale of Federal Government houses and submits survey data of these houses to AGIS for the preparation of certificates of occupancy.  READING AND OBSERVATION OF BEACONS AT AREA 11 FOR THE 3) MAPPING OF THE FCT: The Department in conjunction with Swedesurvey consultants successfully carried out the mapping of the FCT on a scale of 1: 10,000, 1: 5,000 and 1:2,000 using aerial photographs.  Aerial Photograph 4) RESETTLEMENT SCHEMES: The Department has successfully carried out survey works in both residential areas and those earmarked for public use at Apo resettlement site. Other resettlement schemes are Galuwyi / Shere to house villages that fell within phase 11 of the Federal Capital City, Wasa and Gosa.
