The Department of Finance and Administration of FCDA is one of the Pillars of the organization as it is the financial accounting and personnel management hub of the FCDA.
The Finance and Administrative arms of the Departments are each made up of three divisions. Each division is headed by a Deputy Director. The Finance Divisions are:- 1. Budget and Planning 2. Finance & Accounts 3. Revenue The Administrative Divisions are:- 1. Appointment, Promotion & Discipline 2. General Services 3. Staff Welfare, Security and Training FUNCTIONS OF DIVISIONS * FINANCE & ACCOUNTS DIVISION The Accounts division is primarily responsible for processing of all payments in respect of contracts as well as staff personnel. Emoluments, allowances and other ancillary administrative costs from the point of raising payment vouchers up to writing and issuance of Cheques. * BUDGET AND PLANNING DIVISION. The Budget and planning division is one of the operational divisions of the Department of Finance and Administration. The division’s activities include:- Preparation of FCDA medium Term Sector Strategy Preparation of FCDA Annual Budget Implementation of all approved budget both capital and Recurrent as approved in appropriation. Quarterly monitoring of FCDA on-going Capital Projects Enters payments into appropriate vote of charge and serves as a Data Bank in all financial and budgetary matters of FCDA Capital Budget. * REVENUE DIVISION The Revenue Division is primary charged with the following responsibilities. a. Tapping all revenues accruable to the Authority. b. Liaising with the Federal Inland Authority. (FIRS). c. Central Budget office (CBO). d. Office of the Accountant General of the Federation (AGF) and other related offices on matters relating to revenue . e. Collating, remitting and maintaining records relating to VAT, WHT and PAYE and ensuring proper safe custody of these revenues to designated commercial banks as appointed by the Authority. *APPOINTMENT PROMOTION AND DISCIPLINE The division is charged with responsibilities of new appointments, contracts appointments, transfer of service, secondment, leave of absence, regularization/confirmation of appointments, change of names/next of kin. The department is also in charge of mails, variation, dispatch and the Records Section. The promotion and Discipline Unit ensures that laid down rules and regulation as contained in the Public Service Rules and Financial Regulations are adhered to. Any breach of the rule is met with appropriate disciplinary measures. While promotion evaluates APER forms, conducts promotion, interview and examination of eligible members of staff. The unit is also responsible for up-grading, conversion/advancement of officers who have completed approved courses of study from recognized institutions. *GENERAL SERVICES The Division caters for general administrative duties whose functions includes processing of circulars, issuance/replacement of I.D cards preparation of annual & quarterly reports, contract registration, staff posting nominal roll up-data and provision of secretariat services for committee meetings. * STAFF WELFARE SECURITY AND TRAINING The role of the division is simply to ensure that FCDA as a corporate entity is provided with well trained, well motivated employees through the application of guided government policies. Staff Welfare is especially created by management’s moral responsibility for the welfare of its workers. Some of the services rendered are staff training, Development and security. |
